(A) Payment of unemployment benefits shall be based on a certification from the Administrator to the Clerk-Treasurer. The certification shall contain all information necessary for payment. A record of the benefits received by each individual shall be maintained by the Administrator. (‘83 Code, § 38.04)
(B) Benefit payment shall begin with the effective date of unemployment, and shall be calculated according to the following rules.
(1) The weekly benefit rate and amount of the weekly benefit payment shall be determined in accordance with all of the provisions as set forth in Section 27 of the Michigan Employment Security Act, and as set forth in the Michigan Employment Security Act weekly benefit rate table in effect in the week for which the individual is claiming benefits.
(2) The dependency class of a laid-off employee shall be determined as provided by Section 27 of the Michigan Employment Security Act, as amended.
(3) The employees shall be entitled to three weeks of benefits for each four credit weeks earned working for the city up to a maximum of 26 weeks of benefits for 34 earned credit weeks, provided that the claimant has worked at least 34 weeks in the 52 weeks preceding the week in which the claimant applied for benefits. The minimum duration shall not be less than 10½ weeks if the claimant worked 14 weeks and earned at least $25.01 in each week. Each eligible individual shall be paid his weekly benefit rate with respect to the week for which he earns or receives no remuneration or remuneration equal to less than half his weekly benefit rate, or shall be paid half his weekly benefit rate with respect to the week for which he earns or receives remuneration equal to at least one-half but less than his weekly benefit rate.
(4) Any change in the rate of regular benefits and their duration that would be mandatory to meet the requirements for equivalency with the Michigan Employment Security Act shall become effective on the same day to change the method of determination of amounts of benefit payments as provided in this section.

(C) Benefits shall be paid weekly at a time and place fixed by the Administrator. All beneficiaries must report weekly to the Administrator's office on designated days for weekly benefit checks and determination of continuing eligibility. For continuing eligibility, a beneficiary must be actively seeking work, and must be registered with the Michigan Employment Security Commission. No beneficiary who shall refuse any reasonable bona fide offer of employment shall receive any benefits after such refusal.
