§ 35.07 EMERGENCY PURCHASES.
   (A)   The City Manager, in case of emergency, may purchase directly any supplies, materials, or equipment not costing in excess of $10,000.00 when immediate procurement is in the best interest of the city. The City Manager shall certify in writing that the emergency exists, and detail the reasons for the claimed emergency and why he is waiving formal bidding procedures. The City Manager shall file his certification and reasons for waiving bidding procedures with the City Clerk.
   (B)   For emergency purchases exceeding $10,000.00, the City Manager shall meet the requirements of § 35.08(A), and obtain City Council approval at its next regularly scheduled meeting.
