The Director may at any time appoint or authorize the appointment of volunteer citizens to augment the personnel of any city department in time of emergency management. Volunteer citizens shall be enrolled as emergency management volunteers in cooperation with the heads of city departments affected, and they shall be subject to the rules and regulations set forth by the Director for volunteers. The Director may also appoint volunteer citizens to form the personnel of a emergency management service for which the city has no counterpart, or to temporarily augment personnel of the city engaged in emergency management activity.
