For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ATTACK. A direct assault against the city by forces of a hostile nation or the agents thereof, including assault by bombing, chemical or biological warfare, or sabotage.
COUNTY. The County of Wayne, or a person acting for the County of Wayne pursuant to legislative authority.
DIRECTOR. The Director of the Office of Emergency Management appointed by the Mayor as executive head of the office of emergency management, or a Deputy Director duly appointed and acting for the Director in accordance with the provisions of this chapter.
EMERGENCY MANAGEMENT. Shall have a broad meaning and shall include preparations against, and relief from, the effects of attack on the city by the forces of an enemy nation or the agents thereof, and it shall also include any activity in connection with natural disaster as defined herein. It shall not, however, include any activity that is the responsibility of the military forces of the United States.
EMERGENCY MANAGEMENT FORCES. The employees, equipment, and facilities of all city departments, boards, institutions, and commissions suitable for, or adaptable to emergency management and designated by the Mayor to participate in the emergency management activity. In addition, it shall include all volunteer personnel, equipment, and facilities contributed by, or obtained from, volunteer persons or agencies.
EMERGENCY MANAGEMENT VOLUNTEER. Any person duly registered and appointed by the Director of the Office of Emergency Management and assigned to participate in the emergency management activity.
MAYOR. The Mayor of Garden City, or the Mayor Pro-Tem as provided for in the Charter whenever the Mayor is unable to perform his duties under this chapter by reason of his absence or incapacitation.
NATURAL DISASTER. Any condition seriously affecting or threatening public health, welfare, or security as a result of severe fire, explosion, flood, tornado, hurricane, or similar natural or accidental cause, and which is beyond the control of public or private agencies ordinarily responsible for the control or relief of such conditions. This does not include riots, strikes, insurrections, or civil disturbance.
STATE. The State of Michigan, or a person acting for the State of Michigan pursuant to legislative authority.
VOLUNTEER. A person contributing a service, equipment, or facilities to the emergency management organization, without remuneration or without a formal agreement or contract of hire.
