(A) It is the intent of this chapter that the organization established will insure the complete and efficient utilization of all of the city's facilities to combat disaster occasioned by enemy attack on the city or its environs, and that the organization will also serve to combat natural disasters as defined herein.
(B) The Office of Emergency Management provided by this chapter will be the coordinating agency for all activity in connection with the emergency management program, and during a period of attack or natural disaster it will be the instrument through which the Mayor may exercise the authority and discharge the responsibilities vested in him in the chapter.
(C) This chapter shall not relieve any city department of the normal responsibilities or authority ascribed to it in the Charter, nor will it adversely affect the work of the American Red Cross or other volunteer agencies dedicated to disaster relief activity.
