Under the authority of M.C.L.A. § 211.28(2), the Michigan General Property Tax Law, as amended (M.C.L.A. §§ 211.1 through 211.57), the Board of Review shall consist of as many panels of three as the Mayor and Council should deem necessary, to be appointed by the Mayor with the advice and consent of the Council for terms of two years each, or until their successors are appointed and qualified. All members thereof shall be residents and property owners of the city, and all shall commence on January 1 of the year of appointment, which shall be in odd-numbered years.
