(A) The city executive and administrative offices, powers, and duties are allocated among six principal departments. The heads of those departments are as follows.

(B) Based on recommendations of the City Manager, the Council may increase, decrease, or reallocate the functions of the above departments, or may establish or abolish other departments, when it considers changes necessary for the efficient administration of city government.

DEPARTMENT OF POLICE
(A) The Department of Police shall be headed by the Chief of Police, who shall be the commanding officer of the police force. He shall direct the police work of the city, and shall be responsible for the enforcement of law and order. (‘83 Code, § 31.05)
(B) In case of the Police Chief’s absence from the city, or his disability or inability from any cause to act as Chief of Police, the City Manager shall designate and appoint a member of the Police Department to act as Chief during such absence or disability. (‘83 Code, § 31.08)
(C) The Chief of Police shall assume the duties of Traffic Engineer. (‘83 Code, § 31.12)
