§ 30.02 PROCLAMATION OF EMERGENCY.
   (A)   Under the above circumstances, the Mayor may declare a state of emergency to exist. If a state of emergency is declared, the Mayor must proclaim the existence of the emergency.
   (B)   After the proclamation, the Mayor may promulgate such reasonable orders, rules, and regulations as he deems necessary, to protect life and property or to bring the emergency situation within the city under control. These regulations, rules, or orders may include, but shall not be limited to the following.
      (1)   Prohibiting or restricting the movement of vehicles, both public and private for the purpose of traffic control.
      (2)   Prohibiting or restricting the use and occupancy of buildings and the ingress and egress of persons and vehicles.
      (3)   Prohibiting or restricting the opening of places of amusement and assembly.
      (4)   Establishing a curfew.
      (5)   Prohibiting or restricting the sale, transportation, and use of alcoholic beverages and liquors upon approval of the Liquor Control Commission of the State of Michigan.
      (6)   Prohibiting or restricting the use, storage, sale of, possession, and transportation of explosives or inflammable materials or liquids deemed to be dangerous to public safety.
      (7)   Regulations and orders designed to lessen the hazard to life and property.
