§ 30.01 POWERS OF MAYOR DURING TIME OF RIOT OR DISTURBANCE.
   The Mayor or the Mayor Pro-Tem as provided for in the Charter is authorized and directed to prepare, implement, and execute the following emergency powers as long as he shall deem it necessary for the purpose of suppressing any riot, civil disturbance, or insurrection in the city as those terms are generally defined during any period when rioting, looting, or massive disturbance of the peace is taking place or is imminent on the basis of information received from authoritative sources. No such declaration shall remain effective for a period of more than three days unless extended by determination of the majority of the Council at a duly called meeting.
