The City Council shall adopt by resolution a comprehensive fee schedule. Such fees shall bear reasonable relationship to all costs, including overhead of services rendered, and may be changed from time-to-time. All existing fees that are not contained in the comprehensive fee schedule shall remain and continue as provided by the City Code.
