All rules and regulations made by the administrative officers which are subject to approval by the Council under the provisions of this code, after approval is given, and all rules and regulations adopted by the Council on its own initiative, shall be published in the manner provided in the Charter for the publication of city ordinances. Copies of all rules and regulations shall be kept in the office of the Clerk for public inspection and distribution.
