SECTION 15.06 ELECTION OF COUNCIL.
   For the purpose of nominating and electing the first City Council under this Charter, this Charter shall take effect on June 1, 1975, and the first election shall take place November 4, 1975, at which the qualifications and procedures herein contained shall apply.
