The City Council, acting as the Board of Canvassers, shall meet at 7:30 p.m. on Thursday, November 7, 1974, to publicly canvass the returns and declare the results of the votes cast upon the question of adopting this Charter. If it is determined that a majority of those voting upon the question voted "yes," the Charter shall be declared adopted; otherwise it shall be declared rejected. If adopted, the City Clerk shall perform all acts required by law to make this Charter effective.
