The Council shall designate an officer of the city to act as secretary of the retirement system and to carry out the administrative duties of the Board. The City Treasurer shall be treasurer of the retirement system and the custodian of its funds. The City Attorney shall be legal advisor to the Board. The Board shall designate an actuary who shall be technical advisor to the Board and who shall perform such actuarial services as are required in the operation of the retirement system.
