SECTION 4.10 BOARDS, COMMISSIONS, AND ADVISORY COMMITTEES.
   (A)   Boards and commissions may be created by the Council as permitted by this Charter or as permitted and/or required by state law. The members shall possess the qualifications required by this Charter for elected officials and shall be appointed and removed by the Mayor, subject to the approval of the Council or as otherwise provided by state law. The Council shall define the functions, duties, compensation, and terms of office for all members of such boards and commissions.
   (B)   No such commission or board shall be created or established which invades or supplants the duties or functions of the various departments, boards, and commissions existing at that time.
   (C)   The Council may create citizen advisory committees for the purpose of studying and investigating specific problems or needs of any department, function, or interest of the city when no other officer or board exists or has been created. Members shall be appointed by the Mayor with approval of the Council. The reasonable scope of the duties would include the making of such studies and/or investigations.
   (D)   No citizen shall serve on more than one board, commission, or advisory committee concurrently.
   (E)   No elected or appointed official shall serve on any board, commission, or advisory committee, except as required by this Charter or the state laws.
