There shall be a Department of Public Services that shall be charged with the responsibility for the maintenance and lighting of streets and alleys, and the construction and maintenance of public buildings, parks, sewers, sewage, disposal facilities, motor transportation, construction and maintenance of water, sewer and drain systems, and such other duties and responsibilities as may be designated by this Charter, the City Manager, ordinance, or state law.
