(A) There shall be a Department of the City Treasurer organized of such ranks and grades as the Council may determine. The Treasurer shall be the general accountant of the City and shall have custody of City funds. The City Treasurer shall be the collector of taxes and keep the books of account of the receipts and expenditures of the city. The system of accounts of the city shall conform to such uniform system as may be required by law.
(B) Office of the Assessor. An Assessor shall be appointed by the City Manager with the approval of Council. The Assessor shall serve in the Department of City Treasurer, but shall be responsible to the City Manager. The Assessor shall prepare all regular and special assessment rolls, and shall perform such other duties as shall be granted by law, by this Charter, or by City Council. At no time shall the City Treasurer serve in the capacity of Assessor.
