SECTION 4.04 DEPARTMENT OF FIRE.

There shall be a Department of Fire organized of such ranks and grades as the Council may determine. The Department of Fire shall be responsible for the extinguishment and prevention of fire within the city, and for the preservation of life, safety, and welfare in emergency situations or natural catastrophes.
