SECTION 2.07 PROCEDURE.
   (A)   Meetings.
      (1)   The Council shall meet regularly at least twice in every month at such times and places as the Council may prescribe by rule.
      (2)   All meetings shall be public.
      (3)   Special meetings shall be called by the Clerk upon the written request of the Mayor or of five or more members of Council. No less than 24 hours, or as required by state law, written notice designating the time and purpose of such special meeting shall be delivered personally to each member or left at his usual place of residence by the Clerk or his designate. No business shall be transacted at any special meeting of the Council unless the agenda has been stated in the notice of such meeting and visibly posted in the city hall.
      (4)   The public shall have the right to be heard, following Council discussion on agenda items, and prior to a vote by the Council.
   (B)   Notice of meetings. Notice of all meetings shall be given in accordance with law (Act 261 of Public Acts of 1968).
   (C)   Rules and journal. The Council shall determine its own rules and order of business and shall provide for keeping in the English language a journal of every meeting of the Council. This journal shall be a public record.
   (D)   Voting. Voting, except on procedural motions, shall be by roll call and the ayes and nays shall be recorded in the journal. Four members of the Council shall constitute a quorum.
   (E)   Publication of proceedings. Within ten days after each meeting of the Council, a synopsis of the proceedings showing the substance of each separate proceeding of the Council, prepared by the City Clerk, shall be published on the official website or other official form of electronic communication of the City and shall be available in the office of the City Clerk.
