(A) There is hereby established a Tree Commission for the village, which shall consist of five members. Two members shall be the members appointed to the Village Buildings and Grounds Committee, the remaining three members shall be citizen members that are residents of the village, and who shall be appointed by the Mayor. The term of each citizen member shall be three years, except the first term of one of the citizen members shall be for two years. Members of the Tree Commission may be removed from office by the Village Council for cause upon written charges and after public hearing. Vacancies shall be filled by appointment by the Mayor for the unexpired term.
(B) Annually, not later than the second Monday of the first month of the calendar year, the Tree Commission shall elect, as a minimum, a Chairperson and Secretary. The Tree Commission shall adopt rules necessary for the conduct of affairs in keeping with the provisions of this section. Meetings shall be held at the call of the Chairperson and at such other times as the Tree Commission may determine. All meetings shall be open to the public. The Tree Commission shall keep minutes of the proceedings and official actions, all of which shall be a public record.
