§ 32.06 GENERAL DUTIES AND RESPONSIBILITIES.
   (A)   Planning.
      (1)   To develop short term and long range plans to carry out the policies of the departments of the village that are assigned to him or her as his or her responsibility;
      (2)   To act as technical advisor to the Mayor and Council;
      (3)   Is responsible for the establishment of internal practices and procedures consistent with the policies set down by Council; and
      (4)   To perform all related duties involved in planning and budgeting, maintaining organizational efficiency and accomplishing a high quality of services and programs in the departments assigned to him or her.
   (B)   Financial.
      (1)   To prepare the operational and special budgets for the departments which give basic guidance to the Council and organization staff;
      (2)   To safeguard the monies and properties of the village at all times, being particularly attentive to his or her fiduciary responsibility;
      (3)   (a)   To assume full responsibility for all charges for services and billings to customers of the Water and Wastewater Departments, also for all other collections in the areas of responsibility that relates to his or her office; and
         (b)   In this regard the Administrator shall be placed under a surety bond, the amount of which shall be fixed by Council.
      (4)   To review and analyze variations for the policies and budget and if necessary request action by Council to permit implementing alternate plans.
   (C)   Staff.
      (1)   To make additions to or deletions from departments for which he or she is responsible. Such additions or deletions shall be approved by the Mayor and shall be within the guidelines established by Council;
      (2)   To assure qualified professional services and programs;
      (3)   To develop his or her personnel and assure that they are trained for their work. To include training programs as required;
      (4)   To delegate responsibility and corresponding authority to the lowest level consistent with good operational practice;
      (5)   To counsel and advise his or her staff both in a professional and personal manner; and
      (6)   To be ever mindful of the rights and welfare of the employees assuring that safety rules and practices are enforced for the protection of the physical, mental and emotional well being of the persons serviced in conformance with all laws and professionally accepted practices.
   (D)   Operation.
      (1)   Manage and administer, directly or through his or her staff, the day to day affairs of those departments of the village assigned to him or her, including purchases of parts, materials and other items necessary to the functioning of said departments, which purchases shall not exceed $500; nor exceed the amounts budgeted for any individual account, without prior approval of Council, except when the Mayor or President of Council, and Administrator are in agreement that an emergency exists making prior approval of Council impractical, in which case approval of Council must be sought at the next regularly scheduled Council meeting or at a special meeting called for that purpose;
      (2)   Make administrative checks as are required to assure the effectiveness and reliability of his or her organizational system and procedures;
      (3)   Maintain a perpetual inventory of all village properties, equipment and supplies. Take a physical inventory annually;
      (4)   Is responsible for directing and controlling operations of all departments assigned to him or her. Departmental functions include water, wastewater, streets, parks, lands and building collections; and
      (5)   To collect data and follow-up on items pertaining to the village as requested by the Mayor and/or Council.
   (E)   Public relations.
      (1)   Maintain a positive public relations program with the citizens of the village and provide the best possible service to the citizens within budgeting limitations;
      (2)   Be responsible for communications involving citizens’ complaints and other informational demands as assigned by the Mayor or Council; and
      (3)   Be available in the village offices for office or telephone contact by citizens for a specified portion of each day, said portion to be no less than one-half hour of each day.
   (F)   Reporting responsibilities.
      (1)   The Village Administrator will be responsible for a monthly report to Council concerning the state of the village, the same to be reported in person at each regularly scheduled Council meeting.
      (2)   This report shall include, but not limited to, any of these applicable areas:
         (a)   Committee and departmental budgets, including needed changes;
         (b)   Short term and long term plans of projects;
         (c)   Data or information requested by Council;
         (d)   Citizen complaints;
         (e)   Newly established rules and regulations for departments;
         (f)   Purchases in amounts in excess of $500; and
         (g)   Recommendations for and/or additions or deletions to village staffing.
