(A) Must be of excellent moral character and reputation. Must be a good manager and leader capable of carrying out the duties and responsibilities of the office.
(B) Must have, or be willing to initiate steps to obtain within one year, and to complete action to obtain within three years of employment, a state wastewater I license. The Administrator shall be qualified by training or experience in the management of public service enterprises, governmental services and functions, or applicable business or industrial operations.
(C) The Mayor and Village Council shall be the sole judges of qualifications of applicants for this position.
