Any business or institution owning land within the village that maintains a full-time maintenance staff capable of installing and maintaining a wastewater lift station may file a written request with the Mayor to be exempted from the provisions of this subchapter. Such business or institution shall be exempted from the provisions of this subchapter upon determination by the Mayor that such business or institution maintains a full-time maintenance staff capable of installing and maintaining a wastewater lift station. The Mayor shall notify such business or institution in writing of his or her decision within 30 days after receiving a request for exemption. Any land owner adversely affected by the Mayor’s decision may appeal to the County Court of Common Pleas within 30 days after the decision has been filed with the village and mailed to the business or institution requesting an exemption. The following institution has, prior to the effective date of this subchapter, requested, and been granted, an exemption from the provision of this subchapter, and is under no obligation to formally apply for an exemption, to wit: Kenyon College.
