§ 53.32 SEWER SERVICE CHARGES.
   (A)   Generally.
      (1)   For the purpose of providing for the operation, maintenance, and management of the POTW system, for replacement and/or upgrading of the POTW system, for payment of debt service incurred for the construction thereof, and for the cost of administration of the pretreatment program, there is hereby levied the following charges upon the users of the POTW system.
      (2)   In addition, the sewer rental charge for non-residents of the village, that is, users whose property served by the village sewer system is located outside the corporate limits of the village, shall pay the rate established for debt service for village users plus a surcharge, said surcharge to be established and approved prior to receiving wastes and levied to equalize local capital costs for the Village Council.
   (B)   Sewer service charge.
      (1)   The sewer service charge shall be calculated as the sum of:
         (a)   A cost based on the volume of wastewater discharged directly or indirectly into the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings or effluent flow monitoring device if required by the authority; and
         (b)   A charge established for debt service, sewer reserve fund, and administration.

      (2)   The sewer service charge will be audited annually by the Village Council to assure that the system is and will continue to be self-sufficient and that sufficient revenue is being generated from each user class in proper proportions. The users of the system shall be notified annually after each audit regarding the costs for each charge.
      (3)   The sewer service charge herein assessed shall be in addition to the charge made for water.
      (4)   There will be a minimum billing and all users must pay for the service.
      (5)   The users whose entire water usage is not disposed of through the POTW system may apply for and be allowed a credit on their sewer bill for water metered at an external point beyond their water meter that does not enter the POTW system. A flow meter shall be installed on the external water usage to record the amount of sewer service credit.
      (6)   Where a private water supply is used by a user, the authority shall require a meter to be installed, at the user’s expense, on that source to determine the sewer service charge.
   (C)   Municipal/industrial pretreatment program charges. The MIPP charge for significant and minor significant industrial users shall be based on the services rendered to an industrial user on a monthly basis, plus an MIPP administrative charge to manage the program. The MIPP charge for industrial users of the POTW system shall be:
