§ 52.60 RATES AND CHARGES.
   There shall be and there is hereby established for the use of and services rendered by the waterworks system of the village the following rates and charges, based on the use of water supplied by the waterworks system.
   (A)   Metered charges. Effective with the billing period starting on or about May 15, 2017, the rate shall be $12.38 per 1,000 gallons of water. (This is a 60% increase due to an increase by the supplier of water to the village.) Effective December 1, 2017, the village will start billing monthly for water and sewer.
   (B)   Minimum charges.
      (1)   Each user shall pay a minimum charge based on the size of the meter installed for which the user will be entitled to the quantity of water set in the metered schedule of rates:

   (C)   Capacity charges.
      (1)   Each user, at the time of application for connection to the water system, shall pay a connection charge plus any additional costs for labor and materials if an existing tap is not available.
      (2)   Capacity charges based upon water tap sizes and sewer tap sizes are as follows:

      (3)   Time frame for payments for capacity charges.
         (a)   Any person or corporation can make arrangements to pay the capacity charges over a three-year period with no penalty.
         (b)   After the three-year period, the person or corporation will be assessed a 10% penalty per month for the outstanding balance.
         (c)   The payment arrangement is available for any and all users regardless of tap size and location.
   (D)   Deposit required. The village reserves the right to require a nominal sum be placed on deposit with the municipality for purposes of establishing or maintaining customer credit.
   (E)   Reconnection charges. Any customer whose service has been disconnected for reason of non-payment of quarterly or other charges, or violation of any other water rule or regulation, and such service is subsequently restored, shall pay a reconnection charge of $35.
   (F)   Temporary users.
      (1)   Water furnished to temporary users, such as construction contractor, shall be charged on the basis of metered rates used multiplied by the applicable rate from division (A) of this section.
      (2)   A minimum deposit of $50 will be required for all temporary users.
      (3)   (a)   Any contractor working in the village needing to use water from a fire hydrant shall contact the village offices and tell the village the location of the construction and when the water is needed. The village will attach a meter and backflow device on the closest fire hydrant to the construction and take a reading from the meter. Once the contractor is finished using water they shall contact the village office to have the meter removed.
         (b)   A reading will be taken from the meter before it is removed and a bill will be issued for the water used.
   (G)   Connection outside the municipal corporation limits. Charges for any water service outside the corporation limits of the village will be billed at the rate of 140% of the rated as specified in divisions (A) and (B) of this section. Other rates shall remain the same specified in the applicable section.
