§ 51.16 CHARGES FOR SOLID WASTE DISPOSAL AND ENCOURAGING RECYCLING.
   (A)   The village will operate a solid waste collection and disposal system and a recycling collection system for residential, non-college, facilities. Said system may be operated directly by the village or may be subcontracted to other persons or agencies.
   (B)   The rate for trash and garbage collection shall be established yearly by separate resolution of Council. Said charges shall be based on the actual trash collection costs plus a handling fee.
   (C)   All residents be encouraged to recycle all possible items and materials. The village will collect or establish a method for drop-off of recyclables by village residents. Said recyclable items may be limited dependent upon the availability of a local disposal point.
   (D)   The base charge for household trash and garbage collection shall be waived for all residents that make a reasonable attempt to reduce their volume by available methods of recycling. A reasonable effort shall be the percentage of total waste volume that is recycled, based on collection information available from the refuse hauler and the recycling records. The representative of the village shall be the sole determining factor.
   (E)   The Village Council or the village administration may exempt any resident or residents from the above requirements if, in their opinion, it would impose an undue hardship on the residents because of age or physical or mental handicaps. Such request for exemption shall be made in writing.
   (F)   The above charges shall be billed to residents on a quarterly basis, and at the same period of time as the water and wastewater bills are mailed. All bills shall be due 14 days after mailing. A penalty of 10%, of the amount billed, shall be added for any amount not paid by the due date.
