§ 51.15 ESTABLISHING GARBAGE AND TRASH COLLECTION.
   (A)   The village shall furnish to its residents the collection of garbage and trash at the cost of the village.
   (B)   The Mayor is hereby authorized to set rules and regulations for the eligible parties, the eligible material to be collected and the manner and method of the collection.
   (C)   The Mayor is hereby authorized to contract with private individuals for the furnishing of this service.
   (D)   The cost of the contract shall be paid from the General Fund of the village.
