(A) Reasonable control. The owner, keeper, or handler of a dog shall keep the dog under the owner, keeper, or handler's reasonable control upon any unenclosed lands, whether public or private, or upon the premises of another.
(B) Use of lease. When and to the extent the owner, keeper, or handler of a dog cannot keep a dog under the owner, keeper, or handler's reasonable control upon any public lands, or upon the premises of another, the dog must be kept on a leash.
(C) Mixed use district. The owner, keeper, or handler of a dog shall keep the dog on a leash at all times while in the Mixed Use District, as defined by the Gambier Zoning Code bounded by Gaskin Avenue on east, Brooklyn Street on the north, Ward Street on the west, and Wiggin Street on the south.
