(A) All planning and zoning powers granted to villages under the Ohio Revised Code that are not specifically delegated herein, are expressly reserved to the Commission except powers regarding zoning variances.
(B) Zoning variances shall be submitted to, and determined by, the Village Council in accordance with such zoning variance ordinance as may be passed by Village Council from time to time, or in the absence of such an ordinance, in accordance with the Ohio Revised Code and applicable state case law.
