Repairs and maintenance work as required to keep a building in sound condition may be made to a nonconforming use, provided that the total structural repairs and alterations shall not, during its life subsequent to the passage of this chapter, exceed 51% of the assessed value of the building or structure as determined by an insurance adjuster, Fire Department official or estimated, or other appraisal, unless such building or use is permanently brought into conformance with this code.
