§ 155.103 APPLICATION TO THE COMMISSION.
   (A)   Development plans of all proposed facilities and land improvements shall be filed as set forth in this chapter along with maps, surveys, landscaping plans and other required information to the Commission as an application for a zoning certificate for review, report and action. The application shall be submitted seven days before the next scheduled meeting of the Commission.
   (B)   General criteria for reviewing a development plan for such facility or use shall be:
      (1)   Compliance. The proposed facility or use shall be in conformance with the provisions of this chapter, and other applicable sections of the chapter and any other planning documents of the village;
      (2)   Open land. The proposed facility or use is properly located in such a way as to emphasize the open land characteristic of this district;
      (3)   Purpose. The proposed facility or use is directly and tangibly related to the educational, charitable, recreational and/or scientific purposes for which the organization exists; and
      (4)   No damage. The proposed facility or use shall not result in damage, inconvenience or harm to adjacent residential property owners.
