All street trees planted in violation of, or not maintained in strict compliance with, the provisions of this chapter, or that are dead or dangerous, are declared to constitute a public nuisance. The Planning Commission shall cause written notice to be served on the property owner requiring such nuisances to be corrected within 30 days or the cost of correction will be assessed against the property owner.
