§ 31.15 DEPARTMENT OF STORM WATER MANAGEMENT.
   (A)   The Town Council hereby adopts the provisions of the Act, and thus establishes the Department of Storm Water Management (“the Department”).
   (B)   Pursuant to the Act, a three-member board of directors (“the Board”) shall control the Department. The Town Council President is hereby directed to appoint the directors. Each director shall serve for a two-year term (or until a successor is appointed), except that the initial term of the first-appointed director shall begin on the date of appointment and expire in two years (or, in each case, when a successor director is appointed). No more than two directors may be of the same political party. Directors shall not receive a salary for their service, but shall be reimbursed for necessary expenses incurred in the execution of their official duties.
   (C)   Pursuant to the Act, this Town Council hereby creates a special taxing district to be known as the Storm Water Management District (“the District”). The District’s boundaries shall be the town’s corporate limits.
