(A) The owner may appeal any written violation notice or bill to the Town Council; provided, written notice of appeal is served by the owner on the Town Council within the time period contained in the violation notice. The timely appeal of a violation notice shall toll the abatement period pending the issuance of a decision by the Town Council. Service of the notice of appeal shall be made to the Town Marshal, or an otherwise provided in the written violation notice.
(B) The Town Council shall hear any timely requested appeal of a written violation notice or bill within 30 calendar days following receipt and shall promptly issue a written decision granting or denying, in whole or in part, the appeal. The date which said decision is served on the owner shall become the first calendar date for any abatement or payment period, if applicable.
