§ 71.03 REMOVAL OF VEHICLE OBSTRUCTING TRAFFIC.
   (A)   Whenever any police officer finds a vehicle standing upon a highway in violation of any of the provisions of this chapter, such officer is hereby authorized to require the driver or other person in charge of the vehicle to move the vehicle to a position off the paved or improved or main traveled part of such highway, provided that if any person so directed shall fail or refuse to move said vehicle or if such vehicle is unattended, then such officer is hereby authorized to provide for the removal of such vehicle to the nearest available garage or other place of safety.
   (B)   Whenever any police officer finds a vehicle unattended upon any bridge where such vehicle constitutes an obstruction to traffic, such officer is hereby authorized to provide for the removal of such vehicle to the nearest available garage or other place of safety.
