The consideration period on proposed historic preservation districts shall commence at the submission of the petition to the secretary of the Commission and continue until the City Council decision. During this period, the Building Inspector shall impose a moratorium on any construction, alteration, demolition or removal of improvements within the area proposed for historic preservation district designation.
