§ 151.051 CRITERIA GENERALLY.
   The following criteria shall be utilized by the Commission in determining the designation of historic preservation districts:
   (A)   Historical significance; and/or
   (B)   (1)   Architectural significance;
      (2)   Boundaries (clear and distinct demarcations which give the area an identifiable beginning and ending);
      (3)   Unity (some architectural or land use characteristics that are repeated throughout the area in a manner that distinguishes that area from the rest of the city);
      (4)   Economic and functional potentials (the economic and functional potentials of the area are to be considered); and
      (5)   Other qualities and characteristics (any other qualities and characteristics as in the judgment of the Commission shall be considered for the designation of an historic preservation district).
