§ 151.036 CRITERIA GENERALLY.
   The following criteria shall be utilized by the Landmark Commission in determining the designation of landmarks:
   (A)   Historical significance; or
   (B)   Architectural significance; and
   (C)   Economic and functional potentials (the economic and functional potentials of the improvement are to be considered); and
   (D)   Other qualities and characteristics (any other qualities and characteristics as in the judgment of the Commission shall be considered for the designation of a landmark).
