(A) A quorum of the Commission shall consist of a majority of the members. All recommendations to the City Council shall be made by a majority vote of those members present at any meeting where a quorum exists. Persons on the Commission must attend two-thirds of all meetings scheduled or called, or they may be replaced by another person as recommended by the Mayor and approved by the City Council.
(B) Meetings shall be held at regularly scheduled times or at the call of the chairperson. Proceedings of each meeting shall be recorded by the secretary of the Commission who shall be a member of the Department of Community Development and as designated by the City Manager.
