All boards and commissions of the city shall, unless otherwise specifically provided in the ordinance establishing the board or commission, elect from their membership one member who shall serve as chairperson of the board or commission. The chairperson so elected shall preside over the meetings of the board or commission, shall serve for a term of one year, and shall be eligible for reelection.
