This subchapter shall be administered and enforced by the Inspector. Whenever this subchapter provides that anything must be done to the approval or is subject to the direction of the Inspector, this shall be construed to give the Inspector only the power to determine whether the rules and regulations established by this subchapter have been complied with, and shall not be construed as giving him or her variance powers.
