Prior to issuance of a building permit for those developments in which a sanitary sewer connection will be made, the person requesting the building permit shall provide the city a copy of private sewer connection permit from the City Sanitary District indicating that capacity, as defined by Illinois Environmental Protection Agency population equivalent, exists in the sanitary sewer line and a private sewer connection permit will be issued for the project. In those cases where the Illinois Environmental Protection Agency is required to issue the private sewer connection permit, this approval must be obtained prior to issuance of the building permit.
