No person shall occupy a mobile home on a lot in the city which is not in a mobile home park as defined and regulated in Chapter 153 unless the mobile home has been granted an occupancy permit. This permit shall be issued after an inspection discloses that all utilities have been properly connected and that all applicable ordinances governing safety and health to homes in relation to mobile homes have been complied with. The fee for the permit shall be $15, payable to the City Treasurer in advance.
