(A) In order to obtain possession of a vehicle which has been towed pursuant to this subchapter, the vehicle owner, in addition to paying any applicable fees for towing and storage of the vehicle, shall obtain a release from the City Police Department prior to reclaiming the vehicle.
(B) There is hereby imposed an additional administrative fee of $25 for each tow for which a vehicle owner is required to obtain a release as set forth above. The fee shall be collected by the City Police Department when the vehicle owner obtains the release.
