(A) For vehicles impounded pursuant to § 130.096(A)(1), (2), (3), (4) and (5), the vehicle shall be released to the owner upon the posting of a bond of $500 with the city, and the payment of the fees for towing and storage.
(B) For vehicles impounded pursuant to § 130.096(A)(6), the vehicle shall be released to the owner under the following conditions:
(1) For a second offense within a two-year period, payment of the fees for towing and storage and the posting of a bond with the city in the amount of $250; and
(2) For a third or subsequent offense within a two-year period, payment of the fees for towing and storage and the posting of a bond with the city in the amount of $500.
