§ 32.003 DEPARTMENT OF PUBLIC WORKS.
   (A)   There shall be a Department of Public Works for the city. The Department shall consist of the Director of Public Works and any other officers and employees as may be provided by the City Council.
   (B)   There shall be a position of City Engineer, appointed by the City Manager, as provided by law. He or she shall serve as the head of the Department in the absence of the Director of Public Works.
   (C)   The Director of Public Works and the City Engineer shall be licensed professional engineers in the State of Illinois.
