No person shall operate a taxicab over, across or upon any public street or alley in the city unless and until a permit therefor has been issued. Application for the permit shall be made to the City Clerk, at which time the applicant shall present a certificate of title or other evidence of ownership or right to possession for the vehicle which the applicant proposes to operate as a taxicab.
