(A) Taxicab operators may park in locations other than taxicab stands provided that they are in compliance with the traffic ordinance, the parking ordinance and any other applicable ordinances of the city.
(B) The Director of Public Works, or his or her designee, shall designate by appropriate signs, markings and devices the taxicab stands hitherto established.
