Each taxicab shall be kept in a neat, clean condition and the interior thereof shall be clean and free of foreign material or substance; the windows shall be clear, free from cracks and shall be kept clean; the upholstery shall be free of dirt or other foreign substance likely to soil clothing, and it shall be free of rents, tears or loss of padding. Cabs not meeting these standards may be removed from service by the Police Department until the condition is remedied.
