A person who goes from one residential unit to another along, over or upon the streets or alleys of the city and who shall sell or offer for sale or exchange any goods, wares, services, merchandise or produce, or who shall offer for sale or sell and deliver immediately from a vehicle or stand any goods, wares, services, merchandise or produce and who shall demand, accept or receive payment prior to delivery of the goods, wares, merchandise or produce, or performance of that service, is hereby declared to be a PEDDLER or HAWKER.
